Protocol Partners-Washington Center for Protocol is a multi-service protocol consulting, staffing, training and operations group established in 2004 by Gary R. Biggs, Robert D. Leitzel and Nancy R. Mitchell in response to demand for protocol information, expertise, guidance and education. Since 2002, the founding partners have taught the popular Protocol for Event Managers course that they developed for the George Washington University Event Management Certificate Program and are a protocol resource not only for their students and the university, but for corporations, the military, government agencies, embassies, conference and meetings professionals, the travel and hospitality industry, the media and to individuals who recognized the value of protocol knowledge and skills to their success within their organization and industry.

The founding partners bring a combined total of 90+ years of leadership and experience in protocol and management of distinguished visitor programs and special events in private industry, the military and the federal government. In addition, our team of associates, who are global area specialists, bring to our firm and clients a wealth of cross-cultural knowledge and experience acquired in top leadership and protocol positions with multi-lateral organizations around the world.
